Facebook "Deleted Pictures"

When you delete a picture on Facebook, it doesn't really get deleted. When you click "Delete" on a picture you have posted it is supposed to delete it but really as long as someone has a direct link or URL to it, it is still their. So in other words any pictures you have ever posted on Facebook are still there, weather you have deleted them or not. Facebook said in 2009 when the problem first came up that they were working on the problem but now in 2012 when it has come up again, all the pictures are still there. Facebook still says they are working on the problem but are they really? Its been over 3 years and they still have not done a thing about these saved pictures.
